A DECISION to charge Pakenham's Lakeside residents an extra 3 per cent for rates in 2009-10 has caused division in the town.

Resident Sharon Trapnell said the council's decision was unfair and she feared many Lakeside residents would resent others for using facilities that they were paying for.

"Maybe we can gate Lakeside and relocate the Cardinia Cultural Centre - how ridiculous does that sound? In essence this rise is just as ridiculous.

"Here we are sharing our community with the wider community - now we are paying for everyone to use these facilities," she said.

"It's not like I don't use other facilities in the shire."

More than 240 Lakeside residents signed a petition against the additional rate rise that will fund maintenance of the lake ($48,000), parkland and open space areas ($74,000) and a higher standard of presentation to public open space areas ($38,000).

Cr Ed Chatwin said the council's costs to maintain the estate far outweighed the $63,000 raised from the additional rates cost to residents.

"The council is spending more than $160,000 to maintain a 'pond' at the Lakeside estate - it's not a park."

Mrs Trapnell said people may overlook purchasing in Lakeside due to extra rate costs.

"It might make people think twice about moving into the area and it makes me think about whether or not to put my house on the market.

"The extra rates are just unfair. [The council] could have made rates 6 per cent across the board and covered all costs."

Cardinia Cultural Centre spokeswoman Miranda Long said patrons come from all across the shire and beyond.

"We service neighbouring municipalities and people come to use the centre from as far away as Melbourne, Geelong, and Cranbourne."
